To complete the first part of this quest, you need to walk in front of the locked door to the laboratories in the containment block on the first level of The Lab.
To complete the second part of the quest, you first need to open the locked door with the switch located in the electrical operation room next to it. Afterwards walk into the now unlocked area to complete the quest.
