This is a multiple choice quest. You can either not wear the Khorovod armband, kill PMCs who are wearing it and complete this quest; or wear it and kill those without it to complete This Is My Party.

The Price of Celebration was a Quest in Escape from Tarkov.
Dialogue[]
Can you fucking believe this? First they tried to steal my gas cans, and now they're gathering at the Christmas trees directly on my gang's routes! Because of this, I have to change my plans and organize other paths for the couriers. They're gonna freeze to death with all those long-ass detours. I'm not gonna wait for them to get done with the celebrations and go to their holes after. This bullshit has to stop right now. The ones who take part in this "Khorovod" wear special armbands. Those tossers made glowing targets of themselves! I need the job done quickly, so I'm gonna call other mercs as well. You can work as a group if you want, but I can't guarantee they won't shoot at you. You know, every man for himself, and all that.
