This is a multiple choice quest. You can either wear the Khorovod armband, kill PMCs who are without it and complete this quest; or kill PMCs with the armband while not wearing it yourself and complete The Price of Celebration.

Except that some asshole is turning on us, turning our soldiers against us. They're PMCs too, but they don't wear our armbands. You know we're doing the right thing. We need to save the celebration, and get those assholes away from our Khorovod. Shoot anyone who goes near the trees without the armband. No one's gonna get in the way of people doing good deeds.
